Install the missing Windows Updates manually, using the Microsoft Update Catalog to download stand-alone packages. These are: KB3176929 (Aug 2, 2016), KB3176495 (Aug 9, 2016), and KB3176934 (Aug 23, 2016). See this Microsoft Support article: -us/help/12387/windows-10-update-history

1) Restart windows update service2) Disable windows update service, clear c:\windows\softwaredistribution\downloads3) Reboot machine with combinations of the above4) Manual installations from the update library - not effective whatsoever.5) dism /online /cleanup-image /scanhealth (and restorehealth)
Ran disk cleanup utility. Hit button for cleanup system files. Check off all boxes. Remove all files. Reboot. Run windows update, click 'check online for updates from microsoft' (NB: I had synchronized and approved all updates on WSUS internally yesterday). It did the usual crunch time, followed by installs, then some weird logs that I didn't want to dive into. Prompted for a reboot from windows update. Appears successful will edit post if it failed.
1) note the inherent issue in syslogs2) Stop the windows update service3) Set the update service to disabled4) Clear the \softwaredistribution\downloads folder5) Run the disk cleanup utility, hit the clean system files button, check off anything and everything I am willing to nuke6) REboot7) enable the WU service8) Open up windows update, tell the machine to check online (because I normally use WSUS)9) watch the update carefully in task man to ensure that it's getting the updates online instead of from WSUS10) machine successfully updated, reboot.
But note that each manufacturer has its own set of updates you need to keep current that are separate from Windows 10. These updates typically include BLUetooth, storage, touchpad, audio, Wi-Fi and other necessary drivers provided through special desktop programs installed by manufacturers. These programs are typically shown on the taskbar and/or listed on the Start Menu.
For products that you created by using the product load form (PLF), you also use the PLF to make changes to those products. You can make changes to the original PLF you completed or, if it's not available, you can start with a new PLF. Just like using the Products tab, you can add a new version, remove existing versions, and update pricing, instance types, Region availability, and metadata. To make an update, you prepare any updated product the same way you prepare a new product. After the product update is prepared, follow these steps:
On the File Uploads page, upload your updated PLF and any AWS CloudFormation templates. The file uploader provides a secure transfer mechanism and a history of submitted files. The uploader automatically notifies the AWS Marketplace team to begin processing your request. Include a description of the submission (adding new version, changing price, changing metadata, and so forth).
The company said at the time it would learn from its mistakes in the way it rushed the April 2018 update, and take a phased approach to releasing the October upgrade. And only now has version 1809 been finally declared safe enough for broad deployment across its consumer and business user base.
The current Windows 10 October 2018 update is also blocked from installing on some Intel-based PCs due to faulty drivers. According to this web page, Intel inadvertently released versions 24.20.100.6344 and 24.20.100.6345 of its display drivers, which "accidentally turned on unsupported features in Windows".
Last week, it was revealed the update could also cause black screen issues for other machines. Experts think KB4103721 is the problem, which too can be fixed by restoring from an older version of the OS.
A clause in Microsoft's Service Agreement read that Windows 10 "may automatically check your version of the software and download software updates or configuration changes, including those that prevent you from accessing the services, playing counterfeit games, or using unauthorized hardware peripheral devices".
Although in the preview versions of the operating systems clicking on these options doesn't do anything, it's thought that once the feature rolls out on general release you'll be able to see details of the information Microsoft is collecting, while the second option will remove the data completely from the device.
